With projects accelerating toward the construction phase, the demand for skilled construction oversight personnel is crucial. Our associates are field-oriented construction professionals who engage with clients and contractors daily to ensure projects are completed safely, on schedule, within budget, and with minimal disruption. RS&H’s construction management solutions support various clients nationwide, including departments of transportation, mobility and transportation authorities, turnpike and tolling authorities, rail and port authorities, municipal and county governments, and private clients.

The Lesner Bridge is arguably Virginia Beach's signature bridge and boasts an average annual daily traffic (AADT) count of over 20,000 vehicles. The City of Virginia Beach set a goal to produce a bridge with a 100-year lifespan that incorporated new aesthetics and safety measures.

This innovative and cost-effective design-build project comprised the design and construction of 6.1 miles of roadway, including a limited access toll road and a non-tolled local road in Lake and Seminole Counties, Florida.

Central 70 is one of the most impactful projects of our generation, projected to result in $18 billion of new economic activity in Colorado by 2040. Consisting of reconstructing 10 miles of I-70, this $1.2 billion project was initiated to address local and regional congestion and to revitalize the local economy.

The project team provided an unmatched level of commitment, expertise, and experience crucial to the execution of this unique project in a condensed nine-month timeline. The entire team worked tirelessly to deliver this unique project and restore a vital transportation network to the city.

RS&H started conducting bridge inspections in Texas with a team of three, inspecting approximately 30 structures per month. We have since grown into a team of 20, managing 150-200 structural inspections annually nationwide.

Construction Engineering & Inspection

Claims Analysis

Guided by our proactive approach to claims avoidance, such as constructability reviews and mitigation services, RS&H is committed to issue resolution at the earliest stage possible. When claims do occur, our experts offer analysis and mitigation services to help both state and local clients resolve issues efficiently, saving time and money associated with lengthy disputes.

Critical Path Method Schedule Review

We help safeguard clients against unnecessary delays, complications, and unanticipated costs through critical path method (CPM) scheduling. Our analysis starts with an extensive, reality-based review of the initial and baseline schedule using industry-standard scheduling software. As projects advance, we conduct reviews to ensure project quality. If a project deviates from its schedule, we offer solutions to address the situation effectively.

Procurement & Specification Authoring

Combining our all-phase experience in construction engineering with program management and design, RS&H can assist transportation owners with specification and procurement document authoring at both the project and program levels.

In-Service Bridge Inspection

By providing in-service bridge inspection services, we provide clients with full-service infrastructure maintenance services from identification of structural deficiencies, assessing damage, regularly monitoring structures, performing load ratings, providing re-design or rehabilitation planning, and monitoring reconstruction. Our approach is to recommend repairs to extend the infrastructure’s useful life, full replacement, or continue monitoring to maximize investments in the interest of public safety.

Sound & Vibration Monitoring

Construction activities have the potential to disrupt local residents and businesses, but RS&H strives to monitor disruption to minimize claims throughout construction. We provide vibration and sound monitoring services using specialized equipment that allows our team to analyze work-site vibration to determine its reach, volume and level of possible disruption. Sound and vibration monitoring not only provides the data to defend against potential claims and protects existing property and infrastructure, but also protects new infrastructure during high vibratory work operations.

Drone Services

RS&H employs small unpiloted aircraft systems to improve project oversight and inspection capabilities. With this unique vantage point, we provide clients with comprehensive drone services including progress aerial imagery, structural inspections, earthwork volumetrics, 3D modeling, claims mitigation, post-storm inspections, material tracking, and thermal imagery.

Project Controls

We provide advanced insight and experience in all aspects of critical path method (CPM) scheduling, constructability reviews, estimating, and analysis. RS&H’s project controls group comprises former contractors who have served in various ownership and executive roles. This experience translates into a unique perspective on methods, means, and motivations of contractor’s CPM schedule controls, claim positioning and pursuits, bidding strategies, and risk assessment. We identify exposures before they become claims and help protect our clients as they work to deliver their work programs. Our experience covers contracts of all forms, including design-bid-build, design-build, progressive design-build, private-public-partnerships (P3), construction manager/general contractor (CM/GC), lump sum, unit price, A=B bidding, and emergency.
