RS&H serves as the prime Program Management Consultant for construction engineering services on MDOT’s $23.4M Bridge Bundling Program with the objective of reducing the number of closed, serious, or critical bridges in the state.

RS&H team responsibilities included program management, construction engineering, project ombudsman, construction inspection, fabrication inspection, materials testing, and construction staking. The first project delivered under the program was the Local Agency Bridge Bundling Pilot Project using Design-Build delivery and involved superstructure replacement utilizing hot-dip galvanized steel press-brake tub girders, widening, substructure patching and repairs, and HMA roadway reconstruction for 19 local agency-owned structures throughout the state. These structures utilize steel press-brake tub girders, which are hot-dip galvanized for a 75-year service life. In addition, RS&H also coordinated 19 individual full closures and detours of various roadways across the state.

Pilot Project

The Pilot Project was the first of its kind in Michigan, expected to streamline coordination and permitting, increase economies of scale, and improve bridge conditions throughout the state. To allow the State of Michigan to take a more independent role on the project, RS&H handled all stakeholder coordination during construction, which entailed scheduling public meetings to inform residents of the project, fielding calls from media outlets, preparing senior MDOT management for meetings with the governor’s office, and coordinating with first responders, adjacent project, residents, and local agencies. When completed, the Pilot Project delivered cost savings to MDOT of $117K below bid price.
